I’m really interesting in Clothes Store template (Item number : 29560 ) but I don’t understand why I need to have Adobe Photoshop CS+ and Adobe Dreamweaver 8+ (or any php-editor). This template is for Prestashop isn’t is? can I just buy and install?

Yes, the template is for Prestashop. You can just buy the template and install.
It is not necessary to have Adobe Photoshop, nor Adobe Dreamweaver. But if you want to further edit the design, then it is best to use Adobe Photoshop, and if you want to do any amendments to the html/php files, then you can use any text editor, or web scripting editors such as Adobe Dreamweaver.
